Microsoft 365 Copilot is AI inside Word, Excel, PowerPoint, Outlook and Teams, sold as a $30 add-on per user, with Researcher and Analyst agents. ChatGPT Enterprise is OpenAI's own assistant for companies: a shared workspace with agent mode, Deep Research, Codex and connectors, sold on a custom contract. The deciding question is where people work: inside Office files, or in a chat window that connects to them.

Pick Microsoft 365 Copilot if…

  • Your people work in Word, Excel and PowerPoint all day and you want AI there, not in a separate tab.
  • You need a fixed, published price. $30 per user per month, no seat minimum beyond your existing Microsoft 365 licences.
  • Your compliance team already accepted the EU Data Boundary and will turn flex routing off.

Pick ChatGPT Enterprise if…

  • You want the strongest general assistant, with images, voice, agent mode and Deep Research, and are ready for a 150-seat contract.
  • You need connectors beyond Microsoft: Google Drive, GitHub, databases, and MCP servers for Deep Research.
  • Your developers will use Codex on the same contract, with usage that scales on credits.

Where each one falls short

Microsoft 365 Copilot

  • Researcher and Analyst have a combined cap reported at 25 queries per user per month; autonomous agents need Copilot Studio credits on top of the seat price.
  • Flex routing: since 17 Apr 2026 EU tenants default to allowing inference outside the EU at peak demand unless an admin opts out (Microsoft Learn).

ChatGPT Enterprise

  • No public price and a reported ~150-seat minimum. Smaller companies get Business, which has no EU data residency.
  • Residency covers data at rest for new workspaces only; existing workspaces cannot be moved. OpenAI blocks automated reads of its pricing page, so numbers here rely on dated third-party trackers.

Microsoft 365 Copilot or ChatGPT Enterprise: the verdict

For a Microsoft shop that wants AI inside Office at a known price, Copilot wins and is easier to buy. For a large company that wants the best general assistant and will negotiate a contract, ChatGPT Enterprise wins on capability. Both can keep EU data at rest in Europe; only Copilot has the flex-routing catch to switch off.

A third option

If you want the work done, not a chat window

Both tools give each person a place to prompt. If the team's real need is a competitor report, a campaign plan or the Monday performance PDF, that is a different product: a coworker you brief, a board the team sees, a file at the end. Do I need both?+

Many companies run both: Copilot for Office documents and meetings, ChatGPT for research, images and agent tasks. The cost is roughly $30 plus $45–75 per person per month, so most pick one as the default and licence the other for a smaller group.

Which one keeps data in the EU?+

Both can. Copilot stores data at rest inside the EU Data Boundary; check the flex routing setting in the admin centre. ChatGPT Enterprise offers Europe residency for new workspaces at no extra cost. ChatGPT Business does not.

What is the smallest company that can buy each?+

Copilot: any Microsoft 365 customer, one seat. ChatGPT Enterprise: reports cite about 150 seats; below that OpenAI sells Business at $20–25 per seat with a 2-seat minimum.

Where does Sokosumi fit?+
